Nothing was mentioned about unlocked iPhones. Won’t the iPhones in France still be locked?

Sorry for any confusion…the answer is yes and no. Legally, Apple and Orange are not allowed to have a phone locked into a contract in France without their being an unlocked version that also exists.
As a result, it’s inevitable that the iPhone will be unlocked in France.
In that case, what would prevent those unlocked phones being distributed (illegally of course) all over the world from France?
As far as I can tell?
